The Rock and Soil Environment Protection Department of the Ministry of the Environment deals with soil-related issues; the Ministry has the jurisdiction of a central state administration authority for the protection of the agricultural land fund under the Act on the protection of the agricultural land fund. The Act defines the agricultural land fund, its qualitative and quantitative conservation, the rules for exemption of land from the fund, levies for exemption of agricultural land, state administration in the area of the protection of the agricultural land fund, and vindicatory measures.
The Ministry issues the methodology for state administration authorities in the area of the protection of the agricultural land fund and co-operates with relevant departmental organisations, such as the Agency for Nature Conservation and Landscape Protection, the Czech Geological Survey, the Silva Tarouca Research Institute for Landscape and Ornamental Gardening, and with organisations in the departments of agriculture (namely the Central Institute for Supervising and Testing in Agriculture and the Research Institute of Amelioration and Soil Protection), public health (the National Institute of Public Health), and education (Czech University of Life Sciences, Charles University, etc.).
Uniform rules dealing with soil-related issues are only being developed in the European Union. The Soil Thematic Strategy, a fundamental strategy defining topics for tasks related to soil protection, has been approved. EU negotiations on the preparation of a Soil Framework Directive are underway.
