The Ministry of the Environment is in charge of the area of chemicals management. The subject matter can be divided into two segments. The one comprises legislation related to chemicals at the national and European levels (directives, regulations), including the new EU chemicals policy (REACH). Namely, these are the Act on Chemical Substances and Chemical Preparations as amended and its related executive regulations, and Regulation (EC) no. 1907/2006 of the European Parliament and of the Council.

The other segment comprises the issue of chemicals at the international level in connection with international conventions on chemicals – the Rotterdam Convention and the Stockholm Convention on Persistent Organic Pollutants – as well as the activities of the United Nations Environment Programme (UNEP) in respect of heavy metals (mercury, cadmium and lead in particular), and the Strategic Approach to International Chemicals Management (SAICM).
